Symptom

When using ALTER DATABASE to add a Dynamic Tiering server to a HANA database installed on the same host, the following error is generated:

Could not execute 'ALTER DATABASE [dbname] ADD 'esserver' AT LOCATION '[hostname]:[port]' in 3 ms 333 µs .
