Symptom

System installation using the Software Provisioning Manager (SWPM) on an SAP MaxDB database fails.
The file sapinst_dev.log contains the following information:

  • ERROR 2020-01-07 11:02:26.217 (xxx\Administrator) id=dbmodada.systeminconsistent errno=MDB-07057 The system is inconsistent.

    Registry or SAP_DBTech information is available, but software is not complete.

    ERROR 2020-01-07 11:02:26.218 (xxx\Administrator) id=modlib.jslib.caughtException errno=MUT-03025 Caught ESAPinstException in module call:
    The system is inconsistent. Registry or SAP_DBTech information is available, but software is not complete.
