An Agency candidate was created but was not added to the Job Requisition.

This is because Agency candidates are not automatically added to Job Requisitions.

After an Agency user creates a new candidate in the Agency portal, they need to add or forward this candidate to the Job Requisition they want to. This is not something that is done automatically by the system as the system doesn't know to which Job Requisition the candidate should be sent to, and also, because that candidate is now on the General Talent Pool of your instance, the candidate can apply to requisitions and also be invited to apply by other Recruiters.
