Symptom

Download function in application "Maintain Business Users" is not working correctly after upgrade to SAP S/4HANA Cloud Public Edition 1911.  After upgrade to 1911, user accesses application "Maintain Business Users" and filters for a specifc user, then downloads users for IDP and the entire user list downloads to a file and not just the specific user in the filter.  Before 1911, just the filtered user would download.
