2880956 - Does COPY_ALL_ENH use synchronous or asynchronous import? - Solution Manager

• Moving a Normal Change document with multiple transport tracks to To Be Tested status, which uses the COPY_ALL_ENH action
• The ToC for the first track takes over an hour to import, and the second ToC is not imported until the first is complete
• The task list job Schedule Import of Transport Requests is scheduled to run every 30 minutes.
• It performs the import of the ToC as it was successfully released to the buffer by COPY_ALL_ENH, but the import with task Import to a Specific Target System had not yet begun for it. 
• Once task Import to a Specific Target System does trigger, a TMS error is raised:
  Transport control program tp ended with error code 0152
  since the import already occurred in the background import job that runs every 30 minutes
