 Is it possible to attach a document to the requisition for the applicant to download?

There is not a specific standard way to do this. In other words, there is no standard functionality for that.

On the other hand, you might find a couple of workarounds that could help you to accomplish this:

1. One option that could be used is to create a field, and make this field visible to the candidate but not editable. Grant permission for the Recruiters to edit the field, and as the attachments are uploaded into that attachments field, the candidate will be able to access it. This will not be on the Job Requisition, it will be on the Application, and you will need to do this for each Applicant. There is no way to set a default value per Requisition.
   NOTE: For this configuration you must use the field type as multiattachmentselection.
2. The other option would be to add a file on a FTP public server and send this on the "Thank you for apply" email notification, or add this on the Application Confirmation Page, which shows right after a candidate completes it's application.
3. A last option would be to add the URL for the file directly on the Job Requisition Description, this would allow candidates to download it when reviewing the Job Req.

This is a custom workaround that can be implemented, and it will depend on the specific configuration for your instance.
For the first option, it might need to be considered the fact that permissions should be revised as some instances have Multi-Stage or Single Stage.

Still, these workarounds will not show up during the Application, they will only be displayed after the application has been completed.
