2881961 - Logging into a Local/Central Repository crashes Designer - SAP Data Services 4.x

• After the migration of repositories, signing into a local/central repository will crash the Designer application.
• Designer automatically closes without any error after logging in to the repository.
• Local/Central Repository(s) may either become locked or have intermittent access.
• Following KBA 1898277 did not resolve the issue.
• Error: "AL_Designer DLL has stopped working"
