2881961 - Local Repository sign-in crashes Designer - SAP Data Services

• After the migration of repositories, signing into the local repository will crash the Designer application.
• Designer automatically closes without any error after logging in to the repository.
• Local Repository(s) may either become locked or have intermittent access.
• Following KBA 1898277 did not resolve the issue.
• Error: "AL_Designer DLL has stopped working"
