2883168 - Error when Scoping UK Making Tax Digital: "Target UI could not be determined in the current scope. Please ask your system administrator to check the scoping"

Symptom

Although UK Making Tax Digital is scoped, it is not possible to complete the setup of the functionality.

The question "Do you use the UK Making Tax Digital" is in scope and the related activity UK Making Tax Digital has been created within the same implementation project. But when trying to open the activity, the following error occurs:

"Target UI could not be determined in the current scope. Please ask your system administrator to check the scoping."
