2883517 - DB6: Unable to access application db2set during installation or system copy with SAPINST/SWPM

• Symptom 1

During system copy, import phase fails with error:

• Symptom 2

During installation for a JAVA application server, the "Execute Service" step fails with error:

• Symptom 3
  During a new Instance installation using SWPM in step "Update database registry" -  SWPM reports the following error.
  Last error reported by the step: Unable to access application /db2/db2<sid>/sqllib/adm/db2set. A file or directory in the path name does not exist.
