2883753 - Delay and missing delta documents at delta extraction by datasource 0CO_OM* and 1_CO_PA*

Symptom

After relevant FI / CO application transactions the COEP table won't be updated. Due to this, some datasources don't work during the delta extraction. Besides for 0CO_OM* datasource, 1_CO_PA* also has the same issue.
