During the explore phase in Starter System, you are trying to configure Organizational Structure entities in SSCUI 100066, the following error message is shown:

In this phase, you can explore business processes based on the preliminary configuration and the demo data provided by SAP. The content is activated. When this phase is completed, you choose the Proceed to Preset button in the Manage Your Solution app of the Starter system to request the Q system.
