2884817 - The "Generate CSV Header" Button is Missing From The Action Menu Within a Goal Plan

The user has all the required permissions to mass assign goals and the Mass Assign button is present, however the "Generate CSV Header" option is missing from the goal plan "Actions" menu.

If the user has permission to export goals, the "Generate CSV Header" button will be replaced by the "Export Goals" button.

The CSV header can be generated by exporting the goals and removing the existing goal data.
