Cause
The Manage Templates tool, where you can manage Recruiting Templates, is a feature owned by Platform, hence the available languages to add when editing the templates are the ones that are enabled in the Admin Center > Manage Languages (and not the languages enabled in Manage Recruiting Languages).
Resolution
You can decide which languages you want to add when editing Recruiting Templates by enabling them in Manage Languages in the Admin Centre
