2889911 - Offer Approval Comment is required to decline - Recruiting Management

When you decline a Candidate Offer, the comment field is showing as being mandatory in order to proceed. You cannot decline it until you specify comments. If you approve then the comment field is not mandatory.

1. Generate an Offer approval for a Candidate, and send it for approval.
2. As an Approver, try to decline the offer. 
3. An error message appears "Changes failed. Comment is required to decline."

In order to decline an Offer there should be a valid reason.

This is an expected behavior. Please note that once an Offer Approval is declined, users will need to populate all the offer approval fields again to generate a new offer approval. There is no way to keep the modified information when generated the new approval.
