2893553 - Impact of Guardrail : Blocked and Off-peak hours and mismatch in estimated number of cells

The L2 and L3 Guardrails previously communicated will not be applied.

However:

• Users get messages indicating L2 and L3 guardrails while running Reports Online and Offline.
• Once executed, such reports have 'Blocked' and 'Off-peak' under the 'Impact of Guardrail' column in Report Center > View Schedules > My Jobs

Also, the number of cells displayed in the warning message while running the report and the one displayed under my jobs are incorrect.
