2894976 - User can still jump to EPM report after the BPF instance is archived or suspended

Symptom

The first user (user A) opens a BPF activity. After that, another Admin user(user B) login to BPC admin and suspends or archives the BPF instance. User A doesn’t close the first IE session and he can still click the link to open EPM report.
