2895387 - Manage Dependencies & Promoting with security times out in promotion manager

• When creating a promotion job with Crystal Reports (CR) and Business Views (BV), and choosing to "promote with security", the job appears to timeout.
• When clicking on "Promote" from promotion job summary page, either a "HTTP 404" error page is displayed or nothing happens at all.
• When clicking on "Manage dependencies" seems to show as loading and eventually times out.
• Promotion logs show "Unable to save job" error.

• Destination is Cluster B
• Promotion Management is on a single server C. It is a central LCM/Promotion Management server.
