2895736 - 400 Bad Request when updating user in Identity Authentication Service

Symptom

A user can no longer be updated in IAS with SCIM Rest API call https://<tenant ID>.accounts.ondemand.com/service/scim/Users/<id>. Error is '400 Bad Request' in Postman or in IAS UI simply 'Bad Request'. IPS update also fails. SAP can find a similar error in Splunk logs:
