Symptom

  •  Failed to create subscription from the Replicate SRS (RRS) in a route system.
    • create subscription <sub_name> for replication definition <rep_name>
      with replicate at <RDS>.<RDB>
      without materialization  
    • Msg 15040, Level 12, State 0: Server 'RRS': Database '<RDS>.<RDB>' is not controlled by this site
