Resolution
The permission Set Corporate Goals, under Manage Form Templates in RBP, is related to the predecessor to Total Goal Management (TGM), the Business Objective Management (BOM).
BOM predates TGM, and has not been supported in more than a decade, as all customers were migrated to TGM.
This permission allowed admin users to assign goals at a corporate level and to hard-code goals onto Performance Management forms directly, as there were no goal plans. Currently, hard-coding goals in PM forms are no longer supported.
Therefore, the permission Set Corporate Goals do not have any effect on the Goal Management module, and will not cause any missing functionalities for admins in the system, by not enabling it.
To set goals at a corporate level, for TGM, you can use the Beta Goal Import or the Group Goal functionality.
