1. Set up communication scenario Material Document Outbound Notification Integration (SAP_COM_0263).
2. Post material document via a Fiori app or via the SAPGui transaction MIGO or a BAPI or via communication scenario SAP_COM_0108 for a PO.
3. Check the EDI output job generated in step 2.
4. Check more information in message dashboard in name space MMIM.

Material master data is missing in the PO mentioned in step 2.

This is standard behavior in cloud system, only material document created with Material master data is supported in current release.
