Symptom
When the Goal Plan is changed in the Goal section of a Performance Form Template, the Configuration Defined for Goal Plan State is automatically removed, even if the new Goal Plan contains the same goal plan state configuration as the previously linked Goal Plan.

Reproducing the Issue
In a Performance Form Template, a Goal Plan with obj-plan-state configuration is linked to the goal section:
Configuration Defined fo Goal Plan State has been set up to work with the above Goal Plan:
The customer decides to retain the Performance Template to use it for the following year, and updates the Goal Plan linked to the Performance Form.
The Configuration(s) defined for Goal Plan State is automatically removed:
Resolution
- If you remove the association/link of a Goal Plan from a Performance Form Template, it will automatically remove the Configuration Defined for Goal Plan State.
- Even if you have copied the Goal Plan Configuration of the previous Goal Plan, the system will identify this as a completely new Goal Plan and break the link.
- Removing the configuration of the previously linked Goal Plan ensures that there is no incorrect or incompatible configuration passed from the new Goal Plan configuration to the Performance Form Template.
- Without this behavior, it could be possible to link a new Goal Plan with different obj-plan-state configuration (i.e. labels, actions, etc.) to the Form, and this would result in the Goal Plan States not working correctly upon form routing.
