Symptom
- Accessing a Crystal Report for enterprise document using a OpenDocument URL that uses multiple parameters defined in the syntax below results in "HTTP ERROR 400" from Chrome and Internet Explorer (IE). Firefox displays the error message:
The character encoding of the plain text document was not declared. The document is displayed with garbled text in some browser configurations if the document contains characters outside the US ASCII range. The page's character encoding must be declared in the transfer protocol or the file must use a byte order marker as the encoding signature.

http://<SERVERNAME>:<PORT>/BOE/OpenDocument/opendoc/openDocument.jsp?sIDType=CUID&iDocID=xxxxxxxxx&lsM<PARAMETERNAME>=[Value 1],[Value 2]
