2899243 - STC01 throws: "Task list /IWFND/TL_SERVICE_MAINTENANCE does not exist" or "0 services selected"

Symptom

SAP Gateway service mass maintenance cannot be performed in STC01. The error message is (Symptom 1):

"Task list /IWFND/TL_SERVICE_MAINTENANCE does not exist"

or if the TL is added, it might fail with error (Symptom 2):

"0 services selected"
