2900574 - Unable to Save Changes on Form Template via Manage Templates

You are unable to modify a form template via Manage Templates and are giving the warning "Changes pending: You must save your changes in order to keep them"  when you try to save the changes you made.

This is caused due to an unsupported user roles being used for a default rater in the  rater config section .

Remove all unsupported user roles from the default rater section of the rater config section. This change has to be done via  Form Template Administration in provisioning.

The only roles supported currently in the system for the default rater population field are the following:

E, EM, EX, EMM, EH, ED, EMD
