Is there a way to grant access to the Interview Details in Interview Scheduling for Recruiters that are not part of the interview neither as Interviewers or Organizers?

No. The only users that have access to the Interview Details are the Organizer and the Interviewers. After the interview has already been assigned and scheduled, the only access other users will have is the view of the active interview and the assigned user for that interview:

A user will need to be added as an interviewer in order to have access to the interview details.
