2903227 - Rule not triggered when Pay Components Non-Recurring are published from Compensation Module

Set EC business rules from Compensation to EC Pay Component Non-Recurring when publishing.

After publishing, rules are not triggerred. Checking EC rule trace, there is no record.

This is expected behavior. The Business rules from SF Compensation to EC Pay Component Non Recurring are not supported for publishing.
