2904050 - High usage of LCK at the OS - take several attempts to start SAP ASE

Symptom

During a failover ASE failing to startup, takes several attempts to startup.  Sample information from ASE errorlog:

Address 0x40000000020295a1 (uppopaffinity+0x61)

Cannot allocate shared memory as 'max memory' limit of '1792000' pages has been reached. Please increase configuration parameter 'max memory' to allow additional shared memory allocation. Total physical memory allocated so far '1792000' pages.
No memory for Network Buffers bucket pool growth (76943360 bytes)
ks_falloc: Cannot allocate using ubfalloc(rnetmempool, 1).
Current process (0x0) infected with signal 11 (SIGSEGV)
