Symptom

For example:

SQL> ALTER SYSTEM SET "_FIX_CONTROL"='13077335:ON' scope=spfile sid='*';
ALTER SYSTEM SET "_FIX_CONTROL"='13077335:ON' scope=spfile sid='*'
*
ERROR at line 1:
ORA-32017: failure in updating SPFILE
ORA-02097: parameter cannot be modified because specified value is invalid

And v$system_fix_control has no bugno 13077335.

But <$ORACLE_HOME/OPatch/opatch lsinventory> shows bugfix/patch 13077335 installed.
