2907046 - Custom theme not loaded on SAPUI5 apps on Portal on CF

Symptom

Custom theme is not loaded on SAPUI5 applications running on Cloud Foundry. The theme may not be loaded at all and a SAP theme displayed instead or the theme may be displayed with errors.

Checking the network trace, there are 404 Not Found errors to the CSS requests:

    /comsapuitheming.runtime/themeroot/v1/UI5/sap/ui/core/themes/<theme_id>/library.css?version=<sapui5_version>&sap-ui-dist-version=<sapui5_version>
