2908126 - Error: "'DATABASE' layer needs 'layername' in SYSTEMDB" when configuring reserved_instance_numbers in HANA Studio

Symptom

 When trying to configure parameter reserved_instance_numbers within SYSTEMDB of your multi-tenant environment from HANA Studio you see the below error :

When trying to execute 'CREATE DATABASE XXX SYSTEM USER PASSWORD XXXXXX' in 6.060 seconds, received following error message:

Could not execute 'CREATE DATABASE XXX SYSTEM USER PASSWORD XXXXXX' in 52.479 seconds .
SAP DBTech JDBC: [2]: general error: Too many databases in use;No free port found on host: XXXXXXXXXX in range [30040,30100].
