Error happens when posting difference in application "Analyze Differences":

SAP S/4HANA Cloud Public Edition Warehouse Management

1. Go to application "Analyze Differences", enter the product.
2. Click "Post" button.

This error message is thrown when posting a difference value higher than the limit for inventory difference postings.

The limit can be increased in application "Manage Your Solution" or CBC activity. 

It is assigned to the area Logistics -> sub area Inventory -> group Physical Inventory -> Maintain Physical Inventory Tolerance.
