Symptom
- One outbound queue does not drain.
- In "admin who, sqm", First Seg.Block is not moving while Last Seg.Block is increasing:

- A queue dump shows a transaction with BEGIN TRAN and UPDATE in Segment 37427 Block 29 Row 0-1, and there is no COMMIT for this transaction.
- Rebooting RepServer has no effect.
- Data is successfuly replicating to the replicate database with no errors.
