2911302 - DB Connection test is successful but error RSAR 511 still exists after system copy/refresh/BDLS

Symptom


After BDLS, check the DB Connection from RSA1-> Source system, it fails with following error:

Error: Database system cannot be reached >>> RSAR 511

However, if the user test DB Connection by report ADBC_TEST_CONNECTION, the result is "Connection XXXX successfully opened."
