Not possible to move item from one installed base to another installed base.

Reproducing the Issue
Go to the Installed Base work center.
Go to the Installed Base view.
Search and open installed base LMN (where LMN represent the installed base id).
Go to the Items facet.
Select the installed base item PQR (where PQR represent item of any category of installation point).
Go to the More option on top right and click on the Move action.
In the window which open clear the parent installed base LMN and click on the value help.
Search with another installed base LMN1 (where LMN1 is another installed base in system).
You can see no record found for LMN1.
The reason installed base id LMN1 is not showing in the value help, because it is with status block.
You can only move item to another installed base if that is not with block status and this is an expected system behavior.
