2913080 - G_NONE data could not be copied in Ownership Manager

Symptom

For ownership calculation, the first step is to submit cross ownership data for G_NONE .

When you try to copy G_NONE data by the “Copy” feature in Ownership Manager , you find it doesn’t copy G_NONE data.
