2913245 - PRRW: FF 848 - Entry of tax for &1 is not possible because of tax base 0

Symptom

Posting a posting run returns the error message FF 848 Entry of tax for &1 is not possible because of tax base 0. The place holder &1 stands for a tax code and account number and type. Possibly this is noticed after an upgrade.
