Symptom
- Labels were created and assigned to reports and we used to be able to see them in the Flat vs Grouped view earlier
- After the b2005 release, the UI has change to Reports vs Labels and we don't see any of the older labels

Reproducing the Issue
- Log into the instance
- Navigate to Report Center
- Older labels after not visible in any of the views. i.e. Reports / Labels
Cause
As a part of the b2005 release, multiple features in the Labels were incorporated, including changes in the navigation - From Flat vs Grouped to Reports vs Labels. One of the most important changes was the introduction of Public and Private Labels
This allows users to grant or restrict access to Labels to a larger audience, by choosing between Public and Private types.
To ensure backward compatibility, Labels that were created before the b2005 release were also migrated to this new Label structure.
Since the default type for the Labels is private, all the older Labels were migrated over as Private Labels.
As a result, all the labels created earlier will be visible only to the authors of the corresponding Labels.
Resolution
The authors of the corresponding Labels do have the option to change the Labels under concern to Public ones, as longs as they (authors) are Report Center Admins
Note: Report Center Admins are users with Admin privileges for at least one report type and can see the 'All Reports' tab in Report Center
