Internal candidate is not there in new hire review tile

Check the logs from the BPE monitor and check in dashboard candidate is active or not 

Check the rules and events for this one .

and for further please check the activity for the candidate .
If the rules and permisisons are matched then activity will trigger for the candidate and 

it will show in tiles .
