2913717 - One instance segment is missing even the registration has finished successfully

Symptom

The registration from SAP Netweaver Components to central monitoring system has been finished successfully following Support Content: Registering SAP NetWeaver Components and Hosts in CEN. All the phases are successful like this:

But in the RZ21->Topology->Agents for Remote Systems, there is one instance segment is missing. The monitoring for the missing instance does not work.
