2914224 - 19c Client: Couldn't initialize Oracle client or VCRUNTIME140.dll missing

In dev_wXX trace or trans.log, you see such error:

cd to SAP kernel directory where 19c client installed
2.
sqlplus system/<password>@<SID>
3.
Error pops:

The program can't start because VCRUNTIME140.dll is missing from your computer.
