2915235 - Add a local TREX instance with "addInstance.cmd" fails on Windows

Symptom

When adding a new TREX instance on a Windows host, the system is throwing the following error:

"Error: setuplib.pyc has to be called from UNC path".

Then, when taking steps from note 1507142, it fails with error below:

"ERROR:ntos.fileACL failed for <drive>:\usr\sap\<TREX-SID>\TRX<Instance number>\TREXSettings.bat with return code 11400 - TREX setup cannot proceed".
