2915618 - Netweaver won't start after Oracle Client 19c Update

Following a database upgrade from Oracle 12.2.0.1 to 19c, and a client upgrade from Oracle Instant Client 12c to Oracle Instant Client 19c, SAP Netweaver will no longer start.  In the Work Process Developer Trace, the following error is seen:

This server can be started if the Oracle Instant Client is rolled back to 12c.
