360 Fiori form will not let you add an external participant if the same e-mail address was already added as external participant in other 360 form.
It will throw the following warning message: "A user with this e-mail address already exists"

Reproducing the Issue
- Launch 360 forms to two different employees.
- Add an external participant to one 360 form.
- In the other 360 form, try to add the same external participant with the same e-mail address.
- It will throw the following warning message after typing the e-mail address: "A user with this e-mail address already exists"
Note: The issue is only happening in 360 Fiori.
If the email address of an external user already exists in the system, user can't add them again as external users. This is the current system behavior in 360 Fiori.
If user wants to add an existing external user to the 360 participant list, they need to search the external user by its Name in the add participant search user box.
Update on May 25th: currently when we add the External users via 360 Form, it is not getting sync with Solr Index. We're already working to resolve this issue.
