2917976 - No database with dbSid '<SID>' and dbHome '/oracle/<SID>/<VERS>' found

Symptom

When running SWPM for an import, the error below is shown on sapinst_dev.log:

TRACE 2020-04-17 11:21:45.332 (root/sapinst) (startInstallation)
OraSqlContext._checkDbSidDbHome: No database with dbSid '<SID>' and dbHome '/oracle/<SID>/<VERS>' found. Could find neither a parameter file (init<SID>.ora) nor an spfile (spfile<SID>.ora).

ERROR 2020-04-17 11:21:45.5332 (root/sapinst) (startInstallation) [CInstallerCallBackImpl.cpp:260] id=ind-rel.ind-os.ind-db.assertionFailed errno=CJS-00030 CInstallerCallBackImpl::abortInstallation()
Assertion failed: OraSqlContext constructor: arguments dbSidOrSrcObject and dbHome are not valid.
