2919353 - Effort in the work package cannot be updated

The 'Effort' of the role in the work package cannot be reduced/updated successfully.
Symptom 1 : the changed effort returns to the original value.
Symptom 2 : the effort is only partially reduced.

1. Go to "Team" tab in the app "plan customer project".
2. Reduce the effort for a role. 
3. Click "Recalculate" or "Save" button.
4. Symptom 1 or 2 occurs.

Click "Distribute" button of the effort. There are planning efforts in the past. Due to this, the effort cannot be reduced as expect.
E.g. Total efforts is 4 hours and this was distributed to Jan. : 2H and Feb. : 2H .  The current period is Feb.  It is impossible to reduce the total effort from 4 hours to 1 hour because there are 2 hours in the past(Jan.). The effort will be adjusted to 2 hours.

1. Re-distribute the efforts to the months in the future then save.
2. Reduce the total efforts again.
