2919697 - Load Balancer URL could not be reached using HTTPS - SAP Solution Manager 7.2

Symptom

The message "The load balancing URL https://<FQDN>:<port> could not be reached: Error while silently connecting: org.w3c.www.proto" is raised in step Enter System Parameters in the Managed System Configuration when you try to use the HTTPS port of the system.
