Symptom

When trying to deploy AS2 or JMS iFlows in a CPI tenant of Enterpise Edition, the deployment fails with the error below:

[CONTENT][CONTENT_DEPLOY][ArtifactDeploymentFailed] : All attempts of deployment of artifact failed. Error details: FAILED to create queue(s) for artifact : <iFlow_name>. Queue Management Service is unavailable.
