2921642 - ARM business function / switch / BC-set activated but customizing is not complete, why?

Symptom

You activated ARM relevant business functions (OPS_ADVRETURNS_1, OPS_ADVRETURNS_2) in your system,
but you notice that some customizing points are empty in OARM tcode, or you notice similar problems at any other ARM related program element/settings.
