2921683 - Error "Create returns purchase order using transaction MEPO" - MSR_MM 002

Symptom

You get error MSR_MM 002 even if you set up allocation table settings as per SAP Notes 1988393 and 1988937 at customizing :
SPRO -> Logistics General -> Merchandise Distribution -> Allocation -> Allocation Table -> General Settings for Allocation Table Application ->>> Flagging " Enjoy STO "
